Military Authorities are said to have some plan in contemplation for lighting the river. Such a plan might have beneficial results as tending directly to the suppression of piracy, but it cannot be said that it is at all called for by the necessities of navigation. A light will probably be put up at the same buoy at Broque Point.
Having now gone through the particulars, I proceed to make a few general remarks bearing on the subject: Knowing the monetary difficulties of the Government, I have never attempted to prevent the Authorities from diverting the fund to other uses; knowing that temporary pressure caused them to avail themselves of that fund when once they began to understand the light in which foreigners viewed it, I have frequently had occasion to talk of the matter both at the Toung-le-Yamen and with the provincial Officials, and I have ever found them not only ready but very willing to assist in carrying out suggestions in the manner in which they were made; and from which they have received benefits in the past, they will of their own accord prepare and furnish the means.
